Abstract

The article provides a comprehensive analysis of social and physical rehabilitation management in conditions of military challenges, taking into account current international practices and opportunities for their adaptation in Ukraine. It is argued that war causes not only largescale physical losses and destruction of infrastructure, but also profound social, psychological, and economic consequences, the overcoming of which requires a systematic interdisciplinary approach. Social rehabilitation is seen as a multidimensional process aimed at restoring the physical, psychological, and social well-being of people affected by hostilities, including military personnel, veterans, internally displaced persons, civilians, and their families. The study summarizes scientific approaches to understanding the essence of social rehabilitation, its relationship with social adaptation, and the concept of resilience. Emphasis is placed on the role of physical rehabilitation as an important component of the overall recovery system, which ensures the restoration of functional abilities, improved quality of life, and social activity of those affected. The global experience of organizing rehabilitation systems in the United States, Israel, and Germany is analyzed, and their key managerial and institutional characteristics are identified. The main areas of social rehabilitation in wartime are highlighted, target groups and effective rehabilitation methods are described, including individual and group programs, art therapy approaches, and the use of digital technologies. Current problems in the development of the social and physical rehabilitation system in Ukraine are outlined, including limited resources, insufficient coordination between management entities, and unequal access to services. It concludes that there is a need to improve management mechanisms, cross-sectoral cooperation, and the implementation of adapted international practices to increase the effectiveness of rehabilitation measures during wartime and the post-war period.
